Moody's has assigned a Aa2 rating to Acton's general obligation bonds. It has also placed Acton on a 'watch' list for upgrading this rating, one of only 4 municipalities in the nation which now have this upgrade watch in effect. Each upgrade contributes to lower borrowing costs.
Moody's specifically makes note of the role of the Acton Leadership Group (ALG) in developing financial models in Acton's "prudent and forward-looking budgetary approach (which) positions the town to sustain a high level of financial flexibility and absorb anticipated revenue and expenditure pressures."
Bart Wendell, a town resident of, 24 years, facilitates meetings of this budget-planning group. The group is composed of representatives of the Board of Selectmen, the School Committee and the Finance Committee as well as the School Superintendent and Town Manager and staff.
ALG members meet monthly to coordinate and negotiate recommendations to be brought to their respective boards, which continue to hold the actual decision-making authorities. The attendance of the facilitator at all meetings is mandated under the ALG ground rules.
